The packaging register is a national database. The purpose of the register is to keep records of the packaging of goods placed on the market, packaging waste generated in Estonia, packaging re-cycle and reuse of packaging waste to evaluate the fulfillment of the recycling target rates. Additionally collection of data on the consumption of thin and especially thin plastic carrier bags. The aim of the data collection is to fulfill the tasks arising from the Packaging Act and the Packaging Excise Act, to carry out supervision and to inform and submit national reports to the European Commission of packaging waste and information about the light weight carrier bags consumption.

The controller of the packaging register is the Ministry of Climate.

The authorized processors of the register are the Estonian Environment Agency and the Information Technology Centre of the Ministry of the Environment.
